If the pole is moving 40 miles/year doesn't that mean the pole shift has already been started for the past 100 years? Also if a pole shift happens does that mean australia will be on the top of the world?

There's pole movement, and there's pole reversal. Two different things.
Pole movement: The pole is determined by the earth's core, not the crust where we live. It can and does move slowly. It has been doing this for millions of years.
Pole reversal: Every great once in a while, the pole will reverse. So that the needle that used to point north, will now point south. When it starts, the pole will get weaker & weaker until it's no longer there, then start to get stronger & stronger again but reversed. This process takes 10's of thousands of years once it starts.
