1) I assume that you mean 4.1 x10^4 electrons are removed?
Electrons have a charge of -1.6 x10^-19 C
(4.2 x10^4) x (-1.6 x10^-19) = -6.72 x10^-14 C
-6.72 x10^-14 C worth of electrons are removed, leaving the tape with a positive charge of 6.72 x10^-14 C
- You know the charge is positive, as a negative charge was removed.
2) Neutral means that there is no overall charge.
There are the same amount of Protons as there are Electrons in the atoms, as they are not ionised.
As the ball touches the dome, it gains electrons, and as the ball now has a negative charge, it is repelled from the negative dome. The same as magnets with same poles are repelled.
The amount of charge can be found by dividing the overall charge, by the charge of an electron.
