WO3^1- → WO4^2-
O2 → 2H2O

Add water to balance oxygen atoms, add H+ to balance hydrogen atoms.
WO3^1- + H2O → WO4^2- +2H+
4H+ + O2 → 2H2O

Equalize charges by adding electrons.
WO3^1- + H2O → WO4^2- +2H+ + 1e-
4H+ + O2 + 4e- → 2H2O

Equalize number of electrons (multiply W equation by 4)
4WO3^1- + 4H2O → 4WO4^2- +8H+ + 4e-
4H+ + O2 + 4e- → 2H2O

Add equations together
4WO3^1- + 4H2O → 4WO4^2- +8H+ + 4e-
4H+ + O2 + 4e- → 2H2O
4H+ + 4WO3^1- + O2 + 4H2O + 4e- → 2H2O + 4WO4^2- + 8H+ + 4e-

Add out things common to both sides.
4H+ + 4WO3^1- + O2 + 4H2O + 4e- → 2H2O + 4WO4^2- + 8H+ + 4e-
4WO3^1- + O2 + 2H2O → + 4WO4^2- + 4H+

Since equation occurs in basic solution, add 4OH- to both sides to form water, then add out waters.
4WO3^1- + O2 + 2H2O + 4OH- → + 4WO4^2- + 4H+ +4OH-
4WO3^1- + O2 + 4OH- → + 4WO4^2- + 2H2O

Add the Na+ ions back in
4NaWO3^1- + O2 + 4NaOH → + 4Na2WO4 + 2H2O
