Why does voltage decrease as resistance decreases

If the the resistance is reduced, there is less energy loss per coulomb (easier for the charge to pass through - less collisions between atoms and electrons) which means the voltage is less.-You are measuring the Voltage DROP across a resistance. As the resistance gets smaller the DROP gets less-I think it all about flow with volts and resistance.......
It will only do this in certain circumstances - e.g if the current is kept the same somehow (V=IR).
Often, reducing resistance increases the current, which confuses things.

It is because voltage is related to energy. 3 volts across a resistor means 3J of energy are turned to heat for each coulomb of charge passing through the resistor.

If the the resistance is reduced, there is less energy loss per coulomb ('easier' for the charge to pass through - less collisions between atoms and electrons) which means the voltage is less.
