0042) / 0.15 = 2.... which is lower than average.......
A typical photovoltaic cell delivers 4.2×10−3 of electric energy when illuminated with 0.15 of light energy.

What is the efficiency of the cell?

Not sure what the units are but it doesn't matter as long as they are the same.

Efficiency = 100 * (Output / Input) = 100 * (0.0042) / 0.15 = 2.8 %

... which is lower than average.
