I'm trying to find a doctor without going to appointments just to find out that they don't do this. A doctor that removes small benign bony uprisings that are on the skull from an injury. They cut the skin and burr them down and sow it back and it is out patient local anesthetic.

General, plastics or neurosurgery. Yes, neurosurgeons do little stuff like that, too. It isn't all craniotomies and cervical fusions.
If it were my head, though, I'd find a plastic surgeon who did a lot of craniofacial work.
