The answer is 12 - but i want to know why?

in each set of 10 consecutive numbers there is one 5, except in the ten numbers from 50-59 there are two additional 5's: at 50 and 55. Without these 2 additional 5's, there would only be ten 5's. So there really are 12 5's.

There are 20 by simple division and also by actual numbers:
