Use the circumference to determine the radius.
circumference = 2πr
15 = 2πr
r = 15/(2π)

The circle with the greatest radius has the greatest area.
12. r = d/2 = 2 in
13. r = 2 in
14. r = circumference/(2π) = 15/(2π) ≅ 2.39 in
15. r = 0.5/2 ft = 0.25 ft = 3 in
