Please show and explain the steps too..I'm very confused

15x^7/3x^-3 = (15/3)(x^7/x^-3) = 5(x^7/x^-3)

Recall the law b^x/b^y = b^(x-y) to handle the second term:

Therefore, the desired form is 5x^10
