an equation is = to something. to find the value of x it needs to be an equation.
7x + 3 is not an eqaution so it can not be solved.
7x + 3 = 0 is an equation, and can be solved.
and if you meant 7x + 3 = 10x - 9
then the answer is:
7x + 3 = 10x - 9
subtract 3 from both sides
7x = 10x -12
subtract 10x from both sides
-3x = -12
divide both sides by -3
x = 4

Its simply a case of balancing equations.
I presume you ment to say 7x+3 = 0 and 10x - 9 = 0?
for the first one you move the 3 to the other side by taking away 3 to both sides to get 7x = -3, then you divide by 7 on both sides to get x = -3/7
second one is very similar. you add 9 to both sides to get 10x = 9, divide both sides by 10 to get x = 9/10
