I'm pretty sure it involves the formula P(A)/P(A') but I am not sure how to calculate this

Well there are 12 face cards in the deck, so the chance of drawing one face card is 12/52.

So now suppose you've drawn one face card. Now the deck is 51 cards and there are 11 face cards, right? So your chance of drawing the second one is 11/51.

So starting from scratch, the chance of drawing two face cards in a row are (12/52)*(11/51).

Assuming that the first card is not replaced, it will be:
(12/52) * (11/51) = 132/2652
which is about 4.98 percent
