Like the last guy said you start by dividing by the number in front of the x. When it comes to dividing a fraction though its easier to invert the first number and multiply as follows

-3x = 1/3
x = (1/3) / -(3/1)
x = 1/3 * -1/3
When you multiply fractions you just do it straight across so you multiply 1 by -1 to get -1 then you multiply 3 by -3 to get -9. That is how you get:
x = -1/9


The first one is much easier

-3x = 2
x = 2/-3 or -2/3
