I was told to calculate the percentage you needed to divide the smaller number by the bigger number and multiply by 100, for example 65/89=0.73X100=73 is this correct ?

Not strictly correct. Depending on what you are measuring, you might want to divide the larger number by the smaller one.
For example 120 as a percentage of 200 is (120/200) * 100 = 60%
But 120 as a percentage of 80 is (120/80) * 100 = 150%
The key bit is "as a percentage of" goes on the bottom of the equation

x is what % of y? <-- is the equation for percentage.
10= x% of 100
x=10
------------
x=10% of 100
x=.1 * 100
x=10
-------------
10=10% of x
x=10/.1
x=100
