I take it you are not using the symbol "!" in the mathematical sense.

3X² - 10X = -13X <----add 13X to both sides

3X² + 3X = 0 ==> 3X(X + 1) = 0 ==> X = 0 or X = -1.

add the 13x over to get

3x^2+3x=0
