solve and explain im really confused

Just treat the < as you would for an equal sign and rearrange terms to solve the equation.

Start with:
X- 28 < 20 - 2X

Move all constants to one side by adding 28 to both sides you get:
X < 48 -2X

Then move all the X to one side by adding 2X to both sides you get:
3X < 48

Divide both side by 3 to solve for X:
X < 16

So answer is X is less than 16.
Which means given the original equation, as long as X is less than 16, the equation will be valid.
