I assume that the 3 is a little 3 next to the root sign indicating cube root rather than square root. If so then
cube root 21^5 = 21^(5/3)
Use the rule
nth root of (p^q) = (nth root of p)^q = p^(q/n)
cube root 21^5 = 21^(5/3)
Use the rule
nth root of (p^q) = (nth root of p)^q = p^(q/n)
