C does not equal 2 X Pi. It equals Pi X the Diameter. If you know two of the elements of the equation, then you can solve for the third.
If C = 28 x Pi then C = 87.96 (whether meters or any other unit). So, C (87.96) = Pi (3.1416) x D. D then equals 87.96 divided by 3.1416 which equals 28. The radius would then be 14.
