Jordan is on a right track but that is not how i read the question.

it says that rate is increased BY 200% not TO 200%. so originally it was 100%, then it was increased by 200% meaning that new rate is

100%+200%= 300% therefore next building will be completed in
10/3=3.33 days

10/2=5 5/2=2.5. You're cutting the time in half twice I'm pretty sure
