Is there a way to set up the stages after the first stage of a class C power amp so that the input is not over-driven when self-biased with an RF choke?

Class C RF amplifier normally is used in the last power output stage. What made you think transmitter used more than one Class C power output stages ? Show me the circuit if it existed.

Actually, a Class C amplifier operates going from beyond cut-off to saturation and back as it goes through the cycle, so It can be said that it operates in an over-driven condition. This is the most efficient class of amplifier, but is useless for any amplitude modulated mode, (ie: AM, SSB), however it is commonly used for FM and often for pulse-mode, (digital), transmitters.
