I have done research, but want to be certain and concise about it all, so pretend I am absolutely clueless:
I don't mean for physics or any bread-boarding, but I've learned that other countries use over 200 volts for their homes (and all). If I was to plug in a phone charger, Xbox, laptop, etc., I am sure sparks would be a'flyin'.
I am sure there are others who have clearly foreseen this issue.
Is there some sort of stabilizer or resistor system to plug into foreign outlets, so I may plug my cords into the system, without catching anything catching ablaze?
If so, which brand/ model would the cheapest, most effective, trusted, and compact?

They're called "Travel Adapters". You can buy them at Wal-Mart and pretty much any electronics store.

In the UK we have all the devices you refer to but we have adaptors that transform 240 vac 50Hz to the required dc voltage for each of the devices you mention. So buy the appropriate adaptor.
Note that the frequency is different as well as the voltage but for devices that run off dc inputs (phone, xbox, laptop) the adaptor does the job.

And Yes most of Europe uses 220v through 240 v.
Nowadays they make tiny transformers Due to solid state electronics technology. The best sort to buy is a simple travel adaptor. They are also very cheap.If you bought the electronics yourself to make one they would probably cost more than the adaptor ready made.

Universal voltage phone charger is available in the market. It works on any AC voltage from 100V to 240V. Don't bother to design your own, it is very cheap and works very well.
