On the map, there are labels for date/time written: 31/06Z, 31/18Z, ... . How to read them and convert into GMT time? I'm at GMT +7, what's that time here?

The first number is the date, the second is hours ("06" = 0600) and the Z stands for ZULU time, which is exactly the same as GMT. So the "31/06Z" works out to 1 p.m. on the 31st where you are.

Because that is where GMT+7 is. If you live in the USA, it is more likely to be GMT-7 and then ... you must subtract 7 from 06, which would be 11:00 PM on the 30th of March.
