In skyscraper HVAC, where is the best place to locate a chiller

However I canthink of several reasons why the architect would put something else on the roof, so perhaps the 17 th floor is a good compromise to minimize the total length of the pipes. Maybe distributed is good, with several cooling towers and/or chillers,......
Does it have to be close to the cooling tower (at the top of the building) or at the basement, where most utilities are located? Or is the chiller and the cooling tower the same? Will award 10 points to the best answer. Thanks.

My guess is chiller or cooling tower have the same purpose, and will work more efficiently at the top where wind can blow from all directions, and is usually cleaner and cooler. However I can think of several reasons why the architect would put something else on the roof, so perhaps the 17 th floor is a good compromise to minimize the total length of the pipes. Maybe distributed is good, with several cooling towers and/or chillers, or not, as they do make some noise which would likely disturb tenants. How about the 13 th floor which is unpopular with tenants, or 14 th, if there is no 13 th floor? Neil

I am a ChE not an HVACE, but it seems to me it would be easier and cheaper, not to mention more reliable, to run wires to the roof than to run pipes. So I say put the chiller next to the cooling tower
