Telephone poles seem pretty dated. It might also be smart to rebuild our nations infrastructure. It could create jobs too I suppose. Does the idea make any sense?

You sir are exactly right. Access to repairs and enviormental control would reduce the overall costs of repairs and maintenance.

You see the tunnels in movies with leaky sewage lines, arcing electrical cables, bats, rats, slime monsters, exploding gas leaks, and ghost trains. At considerable extra cost the tunnels could be quite pleasant shelters in case of H bombs, roadways etc. Yes, they would have to be relocated for occasional projects on the surface that require a massive foundation. Sure it would create TEMPORARY jobs, but only at the expense of much higher electric bills. Line maintenance would be more difficult underground too, and could cause interference with future construction projects.

Almost all of the new stuff is buried, but it would be cost prohibitive to bury all of the old stuff.
