Who's fault was it for the BP oil spill

wow, ur teachers gay. well it would be the engineers fault for building a shut off valve that doesn't work. or the head engineer who over saw the plans....but the fatly was in the pipe line that went to the ocean floor. the pipeline broke and they had to build a cap for it.
