Build a desalination plant( if near sea).
Cloud seeding.
Recycle water schemes.

For the benefit of Courty Lumoostic, you may want to look up Fracking, each Shale oil/gas well can use between 1-8 million gallons of water that's mixed with toxic chemicals, a lot of that mixture stays in the ground and in some areas of the US the drinking water has been polluted by the mixture leaking to the water table.

There is no shortage in the water supply.Earth has had and will continue to have the same amount of water it has had since the dawn of time, whether it be in it's liquid, solid, or gas form. There is no way for it to just disappear.
