An atomic symbol Cu (Copper) has 35 neutrons and 28 electrons.

I have to write the elemental symbol. So I put Cu, and to the left I put 28 as the subscript and 63 (it's atomic mass) as the superscript. Apparently I got this problem wrong on a test because I didn't put a charge?

You're partly correct. Cu has atomic number = 29. That means that there are 29 protons in its nucleus along with the 35 neutrons. The mass number is 35 + 29 = 64. The fact that your question had 28 electrons means that 1 of the electrons had been taken away making the copper an ion, Cu^+.
The correct way to write the symbols is shown below.
