A substance with hydrogen intermolecular bonds, I guess.

Water seems to be a one off in this respect and its not as simple as hydrogen bonding. Acetic acid which shows hydrogen bonding and forms an ice like solid contracts normally on freezing. Note that ice can form several different crystal forms and hexagonal ice (Ih) the common form is the only one which expands as it freezes.
