valence e-. Because, only the valence e- will undergo reaction process. So, basically the orbital diagram only filled with valence e-.

For example : the abbreviated orbital diagram for Ca is [Ar] 4s^2
a regular orbital diagram for Ca is 1s^2 2s^2 2p^6 3s^2 3p^6 4s^2
