Nope it's not a dumb question. In neutral reaction, it's said to be the combination of hydrogen ion and a hydroxide ion to form salt and water.so you have
H+ + OH- =H2O(WATER).
H+ + OH- =H2O(WATER).

MUST BE NEUTRAL,,, AS ON PH SCALE IT IS AROUND 7,ALTHOUGH CHANGE IN CONCENTRATION OF EITHER OF TWO MAY MAKE THEM ACIDIC OR BASIC....it becomes H20.(WATER).
