I'm not a fan of chemistry but out of pure curiosity I want to know if the elements mercury and silver can be destroyed permanently?

By chemical means, certainly not.
By applying nuclear radiation you could permanently destroy any element (including mercury and silver) a few atoms at a time, but it would take a tremendous amount of energy and lots of equipment.
It's an experiment not worth trying.

Through nuclear fusion they can be changed to different elements. But that is not a real viable method.
But if you are thinking there would be a way of destroying mercury to get it out of the environment, then the answer is not really. Mercury can be sequestered, not destroyed.

Theoretically anything can be destroyed if it enters a black hole as it is immediately crushed out of existence.
