Determine the maximum concentration of cation if the concentration of the anion is 1.0*10^-4M magnesium hydroxide.

its a solubility equilibrium problem.

Every substance has a value called Ksp, the solubility product constant. Magnesium hydroxide has a Ksp of 2x10^(-13).

if you have a reaction aCatAn --> bCat+ + cAn-, Ksp = [Cat]^b*[An]^c
Thus with Mg(OH)2, 2*10^-13 = [Cat][10^-4]^2
[Cat]10^-8
[Cat] = 2*10^-5
