it would take far longer than 30 years to develop that level of understanding.Even if we do get to that level, genetics is far too complicated for a computer program to just compile a genome for a given species. It would likely take all the resources you specify, working together, to create just one new creature from scratch.......
All working on one project to understand the genome for all creatures and to understand protein synthesis so well that you can type into a computer the Characteristics you want for a non-existent creature and the computer will synthesize a genome for it.
What do you think of this idea?

Unlikely to work, espeically with those resources.

Genotyping "all creatures" would be an impossible undertaking- there are millions of species on the planet, and we don't even know for sure how many there are. And processing all that data would be a mammoth task. Even then, it would take far longer than 30 years to develop that level of understanding.

Even if we do get to that level, genetics is far too complicated for a computer program to just compile a genome for a given species. It would likely take all the resources you specify, working together, to create just one new creature from scratch.
