You are right. Xylem and phloem are the two forms of transport tissue in vascular plants. Carbohydrates are found in all plants, since plants make sugar (a carbohydrate) via the Calvin Cycle. That leaves only seeds, and I found a link posted below that proves that not all vascular plants have seeds :)
