I know that it should show up everywhere where it normally shows up, but I'm worried cause it's 8 in the evening and the sun hasn't set down here in Mississauga! (um well the sun always doesn't set at 8 in the eve here in Mississauga in Summer anyways, by the way.) I'm near in a city near Toronto.

The "blue Moon" is nothing but an accident of the calendar. It is visible everywhere in the world (that isn't cloudy) but looks no different from any other full Moon. Because it's a Full Moon, it is directly opposite the Sun in the sky, so doesn't rise until the Sun is setting. Be patient, and look in the east..

I'm just north of Orillia, and I went out right after I posted my reply, and the Full Moon was quite high in the sky.

A blue moon is just a full moon - its the term for the 2nd full moon in one calendar month, or the 3rd full moon in one season.
