Would a multi planet government work better as a Federation or Confederation

Lets say if it is within this solar system....if we could terraform mars and other moons somehow and create artificial gravity.

Local conditions/societal needs and travel time difficulty would be so different,
that a Confederation, perhaps constitutional, seems the best political model.

A federation is a group of states which are united under a common government but retain some degree of autonomy.

A confederation is an alliance formed for some illegal purpose; a conspiracy.

A federation then would work better if there was a peaceful government working for the benefit of all the planets in the federation (as in Star Trek). A confederacy would work better if a group of planets had formed a resistance movement against an evil empire (as in Star Wars).

Federation. If it were Confederate then it would be united as a government against something. So unless Mars wants to secede from some form of multi-planet Earth government, then there would be no need for a Confederation.
