ok I don't really need to know why but it would be nice to hear why.
Anyways can someone tell how I can know it position in the sky, i just want a mental picture of it when i look up at night.

The reason that you can't see it right now from North Carolina is because its below or right along the horizon, wait about or five hours and the Summer Milky Way will be running through the Constellation Sagittarius, Aquila and cygnus in Curved line that rotates across the sky as the Earth rotates, so the direction the line points changes. What you are looking at, and may seem to be an annoying line of fog, is a different arm of the Milky Way Galaxy. You'll need fairly low levels of light pollution to the South to be able to see it easily. Wait until July from the one that the Solar System is in.and August when the Earth will have revolved around the Sun enough the the summer Milky Way is easily visible a half hour or more after sunset. There is also a winter Milky Way that runs through Orion, but you need really dark skies to be able to see it, and you need to know where and what to look for to be able to see it. Look east of Antares and Scorio well before dawn.

First of all your question is wrong, you can most definitely see the Milky Way Galaxy because every single star, nebulae you see in the night sky is part of the Milky way, What you actually cant see is the actual shape of our galaxy.
when you look at the night sky on a clear day what you actually see as a long patch of stars is a cross section of our galaxy as seen from the vantage point of our Earths location in it, our sun is located in the Sagittarius arm of the Milky Way around 27,200 ly from the Galactic Core. other side of the Galaxy is covered from our view by clouds of dust that surround the Galactic Core and the Core it self.
