I'm in California. But I don't see anything like that. If you're like me, you're confusing Jupiter for Venus (Jupiter is actually the smaller, upper most planet) Venus appears as a white or slightly gold or yellow flashing star.

If you are talking about right after the sun sets, it's mercury. All though, mercury is not that bright, it does appear as an orange flashing object below venus.

I live on the west coast and there is no bright orange flashing object below Venus. It must be something local.
