1. definitely not ON it, but theoretically it could possibly have diamond IN it.

3. finding more won't make diamonds worthless. they have many practical applications, as do gold & silver. collecting them to wear or look at is pointless, but they have genuine uses, such as drilling, etc.

A few meteorite types have small basically worthless diamonds. Since the Moon is hit by meteorites it must have some diamonds. It is unknown whether the Moon has created its own diamonds. As for finding them on other planets, this has been dealt with in a few SF stories, at least since early Robert Heinlein, but such speculation is premature.
