There is a meteor shower tonight and I live in N. Illinois but it's cloudy out.. Can I still see them? And when is it best to look for them.. And where?

You MIGHT be able to see a very few if the clouds are very high in the stratosphere, but not if they are low elevation clouds. If there is a temperature inversion with clouds simultaneously, no, you will not be able to see meteors. Temperature inversions usually create a high layer of mist or high relative humidity at the surface, which decreases the transparency of the sky, along with any air pollution and/or light pollution reflecting off of the clouds/mist.

The Lyrid Meteor Shower will peak Friday night,Saturday morning. While a few days before and after are good times to look, just wait 'til tomorrow night and hope for clearer skies!!! Should be up to 20 an hour.
While towards dawn is usually a better time, this year the Moon will be up by then. Try going out after midnight.

No. You can't see meteors or anything else in the sky when it's cloudy.

You will not be able to see any if it's cloudy.
