I'm from California.. so it's always sunny, but I recently moved and it's snowing so hard here and I'm not sure.. I haven't seen a single person with one, but that just seems strange to me..

Honey what you do to protect yourself especially in a new environment you may not be used to yet is YOUR business! If you feel safer, or just plain better by NOT having heavy, and sometimes WET snow fall on your clothing, feel free to use one...There is nothing wrong with it, if others around you see it as "weird" well it just sucks to be them! But be VERY careful while walking, black ice is a ***** and can really hurt you if you fall. It's usually hidden under snow, so try to wear shoes that have a good grip to prevent a nasty fall. I was walking out to check the mail while my husband was stationed at Ft.Drum,NY. I slipped on the hidden black ice, and like a dummy I was wearing tennis shoes (we're from Texas not a lot of snow action here) I feel and busted the underside of my 1st finger on my left hand. The bone was black and purple...OUCH....So be safe when walking.

It doesnt matter :) snow does melt, so yeah it could be a good idea to use an umbrella.
