Sam has an Octopus in a fish tank, size irrelevant. If Octopus is at rest, will the total weight of Octopus and tank be lower, higher or the same as Octopus in motion?

for all intensive purposes it wouldn't change, however Einstein said that the faster something is moving, the more mass it has ( at the speed of light anything with a mass greater than 0 has a mass of infinity, taking an infinite amount of energy to speed it up. this is why the speed of light cant be broken by anything with mass) that being said, a moving octopus should in theory have a slightly higher mass
