The only way to accurately measure a "speed of smell" is keeping all variables the same. ie the wind speed has to remain constant and the density of the air (elevation will change this) needs to remain constant. At this point you can measure the "speed of smell" on different gases that are emitted, but it's going to vary greatly on what the type of gas is.
