What makes magnetic phenomena different from electric phenomena

in electrical phenomena the electrons flow from one point to another ; whereas in magnetic phenomena the material is polarised ; one end negatively charged and the other end is positively charged and the force of attraction to another material does not result in the flow of electrons from one material to the other.
