Don't take my word for it because the only thing I know is that bullet proof glass is bullet-proof (I'm Captain StateTheObvious at your service), but I think it has to do with the materials used, or even the process used to make it (Captain ReallyNoShit is my childhood hero). It may also be because the government wants their little guns to be effective against the common criminal and are neglecting the police force to ensure that their mini-conspiracy remains secret (My uncle is Mr.ParanoidShutin).
