I am writing a research paper on BLS and ALS and would like to know if emt are quallified to use bls and als procedures on a patient with a dnr in place

If you as a paramedic, are ever called to a residence, there would never be enough time to discuss or determine where the written order is or who has the DNR order. So you do everything, that is what your policy and procedure says to do. The presumption is that you do everything since you were called by THEM. All this other stuff is fluff. So write one sentence about this: "The presumption is that you do everything since you were called by THEM."

Those people who have Hospice already know not to call EMS. There are a few emergency situations that occur in fatal illness, and can be survived. But that is not your concern, the overall status, it is the NOW status. So you attend to NOW.

I already know that this is not a research paper. It is school work. This is a simple question to focus you.
