A fried says that multiplying a number by 1/4 is a 25% decrease describe and correct the error Help??

Multiplying by 1/4 will decrease the number by 75%
Use an easy number like 100
(1/4)(100) = 25
100 decreased by 75% can be written by the expression:
100 - (0.75)(100) = 100 - 75 = 25
One hundred decreased by seventy-five percent of one hundred = 25
=================================
EDIT:
A 25 percent decrease in 100 would be written as:
100 - (0.25)(100) = 100 - 25 = 75
(1/4)(100) DOES NOT EQUAL 75
Use an easy number like 100
(1/4)(100) = 25
100 decreased by 75% can be written by the expression:
100 - (0.75)(100) = 100 - 75 = 25
One hundred decreased by seventy-five percent of one hundred = 25
=================================
EDIT:
A 25 percent decrease in 100 would be written as:
100 - (0.25)(100) = 100 - 25 = 75
(1/4)(100) DOES NOT EQUAL 75

Your friend is right. for example 4 multiplied by .25 is 1. And 1 would be 25% of 4.
