Math is not my best subject and I'm not sure how I should ask this question. So I pretty much need to know if a car can go 690 kilometers full tank, how many miles per gallon does the car get?

Well, to solve this you also need to know how many gallons of gas is in a full tank. For sake of solving the problem, lets say this car holds 15 gallons. Since you are given distance in kilometers, and need to end in miles, the first thing to do is convert kilometers to miles.
1 kilometer = 0.621371 miles
690 * 0.621371 = 428.75 miles.
Now you can say your car gets 428.75 miles to a full tank. Since you know how many gallons of gas the tank holds, you divide the # of miles by the # of gallons.
428.75 miles / 15 gallons (or whatever # your problem asks) = 28.58 miles per gallon.
