I know that pi=c/r but is there a combination of c and r in any given circle that both has a finite number of digits?
-
Pi is irrational, so the answer is no.
Any arithmetic using rational numbers can only approximate pi, but never equal it exactly.

None at all.
Pi is a transcendental number, as proved by Lindemann as long ago as 1882.
