Why?

Because, per row, take one element, and the next but one to the right, and add them together.
Move two rows down, and put this in the slot between them.

Examples:

Row 1, Element 1: 2
Row 1, Element 3: 7
So, Row 3, Element 2 = 2 + 7 = 9.

For the leftmost ?:
Row 1, Element 3: 7
Row 1, Element 5: 2
So, Row 3, Element 4: 7 + 2 = 9.

For the rightmost ?:
Row 2, Element 4: 5
Row 2, Element 6: 4
So, Row 4, Element 5: 5 + 4 = 9.
