Well, the question is saying you've got 3.5 cents on one side over here and you've got some percentage of 25 cents over there and that they are equal to each other. In short, it's an equation!! So something like this translates the words into algebra:

1.     3.5 cents = (P/100) ⋅ 25 cents

Do you see that? The one is equal to the other. The problem is to now solve for P so that you have your answer. So the process of turning things around to get P looks like this:

2.     3.5 cents / 25 cents = P/100, which results from dividing both sides by 25 cents
3.     100 ⋅ (3.5 cents / 25 cents) = P, by multiplying both sides by 100
4.     P = 100 ⋅ (3.5 cents / 25 cents) = 14

So the answer is 14%.

Fractions?

The definition of percent is divide by 100. Division is a form of fractions.

3.5 hundredths of 25 hundredths? Multiply both by 100.

3.5 of 25. (3.5/25) Multiply by 2 to easily get rid of the decimal. (7/50) Hey...what is a multiple of 50? 100? How do we get from 50 to 100? Multiply by 2? (14/100)

Now let us go back to definitions. Percent...per 100...divide by 100.

14 per 100.

Cent is a prefix for .01 or one hundredth of something. Consider dollars. Consider Meters. Consider parts of a tone when tuning a musical instrument.

You would do well to learn other prefixes. Kilo, Mega, Deca, deci, mill or milli, pico, fempto, Giga, Tetra, and possibly others.

I did not put them in order. You can look them and more up. By the way, some are not accepted in the Metric system. The metric system works on multiples of 1000 and divisions of multiples of 1000. 1000*1, 1000*1000, 1000*1000*1000, and so forth. Also 1000*.001, 1000*.000001, 1000*.000000001, and so forth.
